port 69 normally should be closed on windows.

It is used sometimes by viruses and certain programs to sneak in.
To check if this port is open on your machine , download portester by clicking on donwload button
on the left , enter localhost and 69 and click Test.
Application should return "No connection could be made because the target machine actively refused it.", that means port is closed.
